หลวงพ่อเพ็ชร ประดิษฐานอยู่ที่วัดท่าถนน (วัดวังเตาหม้อ) ตรงข้ามสถานีรถไฟอุตรดิตถ์ หลวงพ่อเพ็ชรเป็นพระพุทธรูปสำริดปางมารวิชัยขัดสมาธิเพชรศิลปะเชียงแสน หน้าตักกว้าง 32 นิ้ว ในปี พ.ศ. 2436 หลวงพ่อด้วง เจ้าอาวาสวัดหมอนไม้ ขณะเดินทางกลับจากรับนิมนต์ไปทำบรรพชาที่วัดสว่างอารมณ์ ตำบลไผ่ล้อม อำเภอลับแลได้ผ่านวัดสะแกซึ่งเป็นวัดร้าง พบเนินดินเป็นจอมปลวกขนาดใหญ่ มีเกศพระพุทธรูปโผล่ขึ้นมา เมื่อขุดดูพบว่าเป็นพระพุทธรูปสำริดที่มีพุทธลักษณะงดงาม จึงนำมาประดิษฐานไว้ที่วัดท่าถนน มีผู้คนมากราบไหว้บูชาเป็นจำนวนมากประกอบกับเป็นพระพุทธรูปที่ประทับนั่งขัดสมาธิเพชร จึงเรียกกันว่า หลวงพ่อเพ็ชร
