ด้านกำลังพลประจำเรือพระราชพิธี ทั้งสิ้น 2,200 นาย ความยาวขบวนเรือ จากหัวขบวนถึงท้ายขบวน 1,280 เมตร และความกว้างขบวน 110 เมตร การจัดขบวนพยุหยาตราทางชลมารคครั้งนี้ นับเป็นครั้งที่ 16 ที่จัดขึ้นในรัชสมัย พระบาทสมเด็จพระเจ้าอยู่หัวรัชกาลปัจจุบัน ครั้งล่าสุดเป็นการจัดขบวนพยุหยาตราทางชลมารคในพระราชพิธีถวายผ้าพระกฐิน ประจำปี 2550 อนึ่งในครั้งนี้ กรมเจ้าท่าได้ประกาศปิดการจราจรทางน้ำระหว่างสะพานกรุงธน(ซังอี้) ถึงสะพานพระพุทธยอดฟ้า และสะพานอรุณอัมรินทร์ถึงปากคลองบางกอกน้อย ระหว่างเวลา 13.00-19.00 น.

เมื่อเย็นวันที่ 6 ก.ย. กองทัพเรือกำหนดฝึกซ้อมขบวนพยุหยาตราชลมารคเป็นครั้งที่ 2 เนื่องในวโรกาสพระราชพิธีมหามงคลเฉลิมพระชนมพรรษา พระบาทสมเด็จพระเจ้าอยู่หัว 7 รอบ 84 พรรษา พระบาทสมเด็จพระเจ้าอยู่หัวสมเด็จพระบรมโอรสาธิราชฯ สยามมกุฎราชกุมาร จะเสด็จพระราชดำเนินทรงบำเพ็ญพระราชกุศลถวายผ้าพระกฐินณ วัดอรุณราชวรารามราชวรมหาวิหาร

ขณะที่ประชาชนริมฝั่งทั้งชาวไทยและชาวต่างชาติต่างมากันมารอชมอย่างคับคั่ง โดยเฉพาะที่ห้องชมวิว ชั้น 2 ของกรมอู่ทหารเรือที่เปิดให้ประชาชนมารอชมได้รับความสนใจอย่างมาก เนื่องจากอยู่ในฝั่งตรงข้ามพระบรมมหาราชวังพอดี

กรมเจ้าท่า แจ้งพื้นที่ควบคุมการเดินเรือแม่น้ำเจ้าพระยา-คลองบางกอกน้อยชั่วคราว เพื่อทำการฝึกซ้อมขบวนพยุหยาตราทางชลมารค
เมื่อวันที่ 6 กันยายน นายถวัลย์รัฐ อ่อนศิระ อธิบดีกรมเจ้าท่า ประกาศว่า ทางกรมเจ้าท่าได้กำหนดพื้นที่ควบคุมการเดินเรือ (ปิดการจราจรทางน้ำ) เนื่องจากทางกองทัพเรือกำหนดให้มีการฝึกซ้อมขบวนพยุหยาตราทางชลมารค จำนวน 8 ครั้งด้วยกัน
ทั้งนี้ การฝึกซ้อมขบวนพยุหยาตราทางชลมารค เป็นการฝึกซ้อมเนื่องในวโรกาสพระราชพิธีมหามงคลเฉลิมพระชนมพรรษา พระบาทสมเด็จพระเจ้าอยู่หัว 7 รอบ 84 พรรษา พระบาทสมเด็จพระเจ้าอยู่หัว สมเด็จพระบรมโอรสาธิราชฯ สยามมกุฎราชกุมาร จะเสด็จพระราชดำเนินทรงบำเพ็ญพระราชกุศลถวายผ้าพระกฐิน ณ วัดอรุณราชวรารามราชวรมหาวิหาร โดยขบวนพยุหยาตราทางชลมารค ในวันที่ 22 ตุลาคมนี้
ทางกองทัพเรือจึงออกประกาศแจ้งกำหนดการฝึกซ้อม 8 ครั้ง โดยซ้อมครั้งแรกเมื่อวันที่ 26 ส.ค. ส่วนอีก 7 ครั้งกำหนดซ้อมในวันนี้ (6 ก.ย.) วันที่ 13 ก.ย., 20 ก.ย., 23 ก.ย., 28 ก.ย., 4 ต.ค. และ 7 ต.ค. ดังนั้นเพื่อความปลอดภัยและความเป็นระเบียบเรียบร้อยในการเดินเรือ การจอดเรือระหว่างฝึกซ้อม จึงกำหนดให้แม่น้ำเจ้าพระยา (เริ่มตั้งแต่สะพานกรุงธนบุรีถึงสะพานสมเด็จพระพุทธยอดฟ้าจุฬาโลก) และคลองบางกอกน้อย (เริ่มตั้งแต่สะพานอรุณอัมรินทร์ถึงปากคลองบางกอกน้อย) เป็นพื้นที่ควบคุมการเดินเรือชั่วคราว
เที่ยวไทยขออนุญาตนำเสนอ กำหนดเส้นทางเดินเรือมีดังนี้
ตั้งแต่เวลา 11.30 น.-21.00 น. ห้ามเดินเรือทะเล เรือลากจูง เรือลำเลียงสินค้า เรือบรรทุกสินค้าอันตราย และแพไม้เดินผ่านพื้นที่
ควบคุมทางเดินเรือ
ตั้งแต่เวลา 13.45 น. ห้ามเรือทุกชนิดเดินผ่าน ตั้งแต่สะพานกรุงธนบุรี ถึง วัดอรุณฯ ยกเว้นเรือข้ามฟากให้เดินเรือด้วยความระมัดระวัง และต้องหยุดเรือเป็นครั้งคราว
เวลา 13.50 น. ถึง 16.00 น. ให้เรือข้ามฟากท่าบวรมงคล และท่าวัดคฤหบดี ที่อยู่ในพื้นที่ควบคุมการเดินเรือ หยุดเดินเรือชั่วคราว
และเวลา 15.00 น. ถึง 16.30 น. ห้ามเรือทุกชนิดเดินผ่านพื้นที่ควบคุมการเดินเรือ
ทั้งนี้ หากผู้ควบคุมเรือฝ่าฝืน ต้องระวางโทษปรับตั้งแต่ 500 บาท ถึง 5,000 บาท และเจ้าท่ามีอำนาจสั่งยึดประกาศนียบัตรผู้ควบคุมเรือมีกำหนดไม่เกิน 6 เดือน
